2 July 1962. The Spanish State, represented by the Under-Secretary for Foreign Affairs at the time, Pedro Cortina Mauri, and the IOC, represented by its Executive Director Lucien Denis, signed the first Headquarters Agreement. The preamble of this Agreement stated that the decision to establish the permanent headquarters of the IOC in Madrid had been taken at the organisation's first meeting in 1959.
13 July 1989. A second Headquarters Agreement was signed between the Kingdom of Spain and the IOC to provide a new legal framework incorporating the changes that had occurred over the years. On this occasion, the Agreement was signed by the then Spanish Minister for Foreign Affairs, Francisco Fernández Ordoñez, and the IOC Executive Director at the time, Fausto Luchetti, and it was ratified by His Majesty King Juan Carlos I of Spain.
This second Agreement was signed as a follow-up to article 3 of the 1986 International Agreement on Olive Oil and Table Olives, which officially established the IOC headquarters in Madrid, and to article 6, which laid down the status, privileges and immunities granted to the Organisation by the Government of Spain.
20 November 2007. The Spanish Minister for Foreign Affairs and Cooperation of the Government of Spain, Miguel Angel Moratinos, and IOC Executive Director Habib Essid signed a new Agreement governing the rights, immunities and privileges of the headquarters and staff of the Organisation pursuant to the 2005 International Agreement on Olive Oil and Table Olives.
